GBE, which is best? Artillery or shock/smoke/flare
Seems there is a tipping point on when attacking with artillery becomes less efficient because building health is so high, it becomes more efficient to shock and attack with troops. When building health isn't so high, knocking them out directly with artillery is best.
There has to be a way to mathematically calculate which is most efficient.

Well, I think there are too many variables and that it's a 'gut feeling' thing.
Here's why:
You have to factor the following:
Troop type used & number of weapons plus support troops (Heavy's shielding or Medics) vs weapon type
Troop Level
Weapon level & Boost level
Number of weapons adjacent (the more there is, the more apt I am to attack it with artillery/rockets)
With max (15th lvl) tanks (18) plus 8 max lvl Medics, I usually won't concern myself worrying about 3 or 4 RL's firing on me (unless theyre super-boosted in an Operation). I probably will never used Rockets, Arty on them because I'll need it for any Boom Cannons hiding behind other stuff. On the other hand, I would think a player with a maxed Hooka (Heavy & Zooka) would be way more concerned with a lot of rockets than 4 Boom Cannons.
Since I almost always use strictly tanks, I really only concern myself with Boom Cannons and find them especially dangerous behind weaker weapons, because they just decimate the tanks while I fire away at the crappy weapons. I almost always take out Boom Cannons only, & also take out any Shock Launchers if there's more than 1 (in case they stagger hits and paralyze my tanks). With one SL, I just try and fan the tanks out (ie no flaring) til its gone. I'll use any extra GBE for Shocking enemies or to take out regular Cannons sometimes.
Getting back to your question, if a group of say 3 or 4 Boom Cannons are together, I'll try and kill them if theyre up to about 35K hit points. Any higher, and I kinda have to avoid them because of lack of GBE (if theyre behind other junk). If theyre alone, I can just shock away 2-3 times without much worry and just charge them & kill them.
This is a tough one to answer, lol.
